Not sure where you get the PET advancement out of that NR, but to me, these things were important:

Hiring of Vp Product Development - they aren't thinking about selling this puppy if they are hiring guys like this.

The Patents - all of them are significant in their own right, at least half of them I can't figure out what they do....does any know what Whispering Gallery Mode Resonators in the Planar OptoElectronic Technology; and Implementation of 1550 nm Optoelectronics in the Planar OptoElectronic Technology, means?

I'm glad there is a patent on the memory cell too...I was wondering when that was going to happen.

The fact that they are seeking protection in other jurisdictions is very significant, especially the countries mentioned.

Not sure what they are getting at with this statement...

"The commercialization process of the Company's POET platform has historically yielded intellectual assets with future commercial development potential meriting IP protection,"

...other than stating the obvious.

And finally, the bit about quantum computing I think demonstrates how confident management is about POET and it's future.

This does not sound like a company that is for sale.
