well said.. i hadnt thought of it that way.. if you want a negotiating position you (threaten) all the players in the market with licensing of the techbology, licensing would allow a smaller player to gain advantage or at a minimum put them on equal footing with with the mega players.. which the mega players would never allow to happen, so the threat of it being licensed forces the hands of the Intel etc etc..
