The change in investor relations counsel follows Christopher Chu rejoining Taylor Rafferty, LLC where he previously assisted leading blue-chip companies in cross border investor relations campaigns.

sounds like they like his work and want his expertise in "cross-border investor relations campaigns". I'm good with it.
