Under the licencing scenario I would think that only those companies that develop chips from scratch would be in danger, and even then only if those companies choose to not licence and build the chip with the POET process.
Even INTEL would be insane not to buy a licence and start producing the chip; what choice would they have?
The other possibility from Mrs. S. is that POET is only licencing to a certain few companies and the others will be left to starve. Not sure if that makes good business sense though.
Certainly silicon wafer manufacturers have a rude awakening coming.
