Why, Scary, do we need someone to keep us grounded?

Why, was SS appointed the grounder-in-chief?

Why cannot people be left to their own devices and capabilities to determine their risk comfort level?

I'm assume we're all adults here, although sometimes I wonder. If you're not grounded yet, you're not going to be. Please don't tell us we need someone to keep us grounded.
