It is common for any kind of an appraisal to be reviewed by a third party. My guess, it's another company, somewhat similar to Pellegrino, who reviews and whose job it is to catch any errors. It would be extremely unusual for Pellegrino to be referred to as a third party in this instance, and if Chris wanted to say it's in the hands of Pellegrino, all he would have said is that P is still working on it.
