What if P2 is completed but based upon MS8 completion? That would explain why Poet would hold the report. One could imagine that the valuation of this company would change immensely if 100 nm could not be achieved. Therefore, if P2 has been completed based on that assumption then there is no way that it could be released before verification of MS8.
