Sure, gallium and arsenic are more costly than silicon and always will be. Nevertheless the cost savings introduced

• by needing only a single chip instead of several ones in a certain device like a smartphone, and
• by integrating electronics and optics into a single die instead of carefully and costly stacking multiple dies above each other

will be huge and by far outweight the somewhat higher costs of the raw materials.
