Militarily (is that a word?), I doubt that makes sense.
Imagine, the USA, arguably the most advanced military machine on the planet (for better, or worse), allowing the Chinese to acquire the POET technology for IR sensors, immediately endangering all of the technology you suggest they must harvest, not to mention their military personel.
I believe the military only wants the best available, now...everything else sucks. Besides, money is no object, so why not?
Now, because of where this technology was developed, this might not be an option ie. BAE would never sell this tech to the Chinese because of their relationship with the USA. However, some people believe that everything is for sale, at a price, and if not, technology can be stolen when left idle.
No, I believe that if these sensors are far superior to what is available today (and it certainly seems as though it is) then it will be procured by the military, whoever it might be.
It has always been my impression that BAE would supply the military side of the equation...POET will do nothing but collect revenues from it. This is all assuming that there are enough raw materials (GaA's) to accommodate everyone.
