My understanding of the situation is that POET is actively engaging with the kind of potential customers who could benefit most from the technology, but who are unlikely/unable to make a bid for the company.
In other words, the big boys who still have the cash to take CMOS to the next node will not be getting a phone call from Peter or Ajit. They will find out about POET when several companies have begun to make the switch to POET (in GaAs or GaN).
I think this is the sensible thing to do when your technology is nearly complete, and you want to get the SP in shape before anyone thinks of making a bid.
So as far as stealth mode goes, POET will remain stealthy to a company like Samsung, who has the cash to buy us out and the ability to use much of what POET offers. To a company making transceivers, POET is not so stealthy at all. POET is openly touting the process and even offering design ideas to demonstrate its superiority.
At least this is the way I think stealth mode applies to POET.
