Your find is as you say a must read, if only to begin to understand the complexity of the technology we are dealing with. It illustrates several points of importance to my mind.
The change over from CMOS Si to POET is hard to believe given this complexity, yet Geofrey Taylor has understood that unless the current techniques are largey retained in the fabrication of POET based products there would be no change to POET - a touch of genius.
The referenced materiel also helps me understand the statement that POET is a process. In effect a recipe handed to fabs and the designer of chips in the form of TCAD design packs that enables a POET device to be built at a fab. However, I am still confused about the terms PTK TDK PDK et al.. and must get to grips with this - Has anyone a definitive statement to make here?
