I can just speak from experience. I once had a trading halt and all orders had been canceled. Which I understand might be the case which You reference as a full halt. It was Blue Pearl Mining when it announced to merge with Thompson Creek which at this time wasn't listed as it was a private Company before. Might be different as it was a kind of a merger ending up in a new company and therefore all orders has been canceled.
