To keep this IP inside America. This clearly could be the overall strategy of the US with POET, and not to repeat the mistakes of the past:


To copy newly designed IC based on POET, with integrated optical and RF components, will be extremely tricky. I guess even the best specialists of China will not be capable to re-engineer this. So without the key component, a POET chip inside, a copied product will be nothing but a copy - without the brilliant functionality of the original.
So finally there will be hopefully a new generation of electronic products based on POET, an eco-system. Its legal export can be controlled and its illegal exploit (hopefully) will be heavily protected.
