For all the No Such Agencies of the world, it is a dream scenario to have both: the network and the chip(s). Consider, for example, the baseband processor: This is a separate (or with POET: integrated) processor solely responsible for radio communication of your mobile device. That means even if you controlled your mobile's operating system (which you usually don't with your typical mobile device unless you have rooted it), you still don't control the baseband processor, you don't know which data it is transmitting to which destination or which data it receives and injects into your system.
