He is also an 'appointed' hub leader.

I have no idea as to what that means though.

When I was testing my theory out last year I was able to knock a hub leader off the board and back on multiple times in a day by just changing my vote and changing their rating from 3.7 to 3.6 (I then reset my vote back to its original value)
