Just to add to your post, I believe Dr. Taylor stated in the Semiconductor Article in early June that they had scaled to 100nm and he was confident they could scale to 10nm without any problem.

Also if you revisit the October 22, 2014 news release Dan DeSimone talks about scaling to 40nm and utilizing facilities set up for that range. Consider the timing of that update, I don't think it is a coincidence that earlier in that week, GF and IBM announced their deal, and it talked about the "older" facilities GF would be taking on. (IMO)
