Well he is clearly using the example to reference his connections in the industry. I wouldn't omit the possibility of GF as the 3rd party foundry over a statement like that. However he did clearly insinuate that there would be interest from GF in Poets technology.

Now if GF was the 3rd party foundry under NDA, he chose a very good statement to disclose information that would not do any harm.
