Your concerns are reasonable, FS, and this problem really could arose with some of the big players like Intel or Samsung.
But - at a foundry like GF the situation should be different. They have to offer services to their customers. And if they can not serve with the newest technology, they will just loose these customers.
There is little possibility to keep dead technology alife. This is one of the good things with foundry 2.0 - it enables the newest technology for every fabless company.
And the investmennts of GF et al in 14 nm are not totally wasted. There will be a time when POET will be adopted to these node sizes.
