Actually, (and not trying to rain on your parade), based on the chronology and terminology that you're trying to connect - the proper order would be: WILL Change (future), IS changing (present), HAS changed (past)...however, they started with IS and went to WILL...which unfortunately doesn't correlate properly to that connection.
In our eagerness (or desparation?) for THE news, I think we're starting to analyze wording more than the economists do to the Fed statements...not that I'm criticizing you or anyone here, it's just an observation.
