We're in a stalemate here, are we not?

The institution bankers aren't going to buy this stock before we have "proof", partners/JV or a contract. These people don't take risks lol, are you kidding me? Obviously the Venture exchange doesn't help either..

On top of this, we don't have a Ring-Oscillator, a PDK or a VCSEL to give to prospective clients in order to sign a contract or JV..

We're in the process of picking a CEO, lost of investors would not invest before a CEO is chosen..

I don't see why the share price should be higher, unless we can find a buch of speculative money before the Milestones, the share price will not have dramatic action, why would it?
