TFSA Transfers Be Careful

I also contacted TD and tried to make a trasfer of shares .I was told i could not as the budget has not passed yet.

I also contacted CRA and was told the same thing, the budget has not passsed therefore not in effect yet

What does one do, take a chance on an overcontribution?
