I think you are right, If they announce just a CEO they will probably be able to ( just announce a CEO) but if there is a deal with it then the game will have to change.

If they announce a deal before or after the CEO announcement then they will have to keep the heat on so to speak) and that would probably mean heading to the NAS as well.

I am sure all this waiting, stalling, negotiating, sputtering is all about getting things in order or getting time to get things in order.

Once they decide they can proceed with the names, deal info etc. things are going to get a little crazy and I am sure they are not going to have time to sort through every word to make sure it is spelled right or every sentence is word correct, so they are doing as much preliminary work as possible so when we get the green light then can focus on keeping the momentum going.
