Isn't the choice UP TO 1 for 5 in the current form; versus UP TO 1 for 3 for the new proposal, meaning anywhere in between is possible. Wouldn't a lesser tier of Nasdaq be an alternative to a RS, RATHER THAN FORCING an RS from a dimished position ?
