imo, if it is actually something under the 415 umbrella, then compare it to getting your mortgage pre-approved, versus having to go beg once you've found the house you want.

with a shelf registration done and in-hand, instead of 6-8 weeks to jump through the uplisting hoops, they could do it in a few days, or perhaps even faster.
