You can't control than. A single individual to dig, dig, dig, and publish is sufficient to do the damage.
Safeguards have to be implemented elsewhere.
I mean, you won't protect your computer system not by relying on any legislation that forbids hacking, but by implementing and properly configuring a firewall. Sure, you could blame and accuse a hacker, but then the damage is already done. Better avoid it in the first place!
Still you can only reduce the probability that secrets get revealed, but you cannot eliminate it.
