Adding to Oldreg's well articulated post, (and this is not meant to be offensive to a "half empty glass" kind of person...I get that perspective, since I'm often that way myself.) but the above quote is like saying that someone is "guilty until proven innocent" which is against one of the fundamental cornerstones of a rational and empathetic society.
