You are probably correct. They have to go to the BOD for approval of the new plan. They probably don't want to have to wait for the next BOD meeting. Doubt they will go with the new plan without substantial evidence they can execute in a timely manner on some of the key aspects of the plan especially if it is fundamentally different from the licensing model previously approved. This is a new BOD with a lot of expectations. Just like us. So the executive are going to have to deliver.
