Conference Call: "In place are signed MoUs with two epitaxial wafer vendors who are among the world’s premier providers of epitaxial wafers."

Isn´t there a difference between "signed a Manufacturing Process Transfer agreement...with epivendors" and a "MoU"? To sign an agreement sounds somewhat more definite.

As a non-native english speaker: please educate me :-)
