Well off the top of my head, they need to release news so that they can actually talk about it in detail ie "The Plan".

So they know at this point in time that they will be able to release the news in the next 5 weeks and therefore talk about it on the CC.

Startegic, they didn't just come up with a date and say lets see what we can talk about on the 16th Feb.

They know that on or by the 16th Feb they will be able to talk in some detail about what their plan entails.
