Navy asks L-3 to try out different electro-optical sensors for future shipboard defense system

This is some amazing stuff.
I do wonder who or what the institution is that we (PTK) is in negotiations with??
Is it military, financial, certainly wouldnt be anything private.

WASHINGTON, 5 Feb. 2016. Electro-optical experts at L-3 Cincinnati Electronics in Mason, Ohio, are enhancing an experimental U.S. Navy wide field-of-view target detection and tracking shipboard defense system under terms of an $9 million contract announced this week.

Officials of the Naval Research Laboratory in Washington are asking L-3 Cincinnati Electronics to perform research work related to the Combined EO/IR Surveillance and Response System (CESARS) program.

CESARS is a research project to develop electro-optical shipboard defense system to protect surface warships from anti-ship missiles, fast attack craft, fast inshore attack craft, and unmanned aerial vehicles (UAVs).
