Message: license for NRE fees ???

I know we this has been discussed a bit here, but I have read it over a few times and the part about licensing for NRE's and transferring our IP over to me seems it might be another foundry, one that would design and sell products and we get some type of NRE fee.

What makes me wonder about this is, if we get a NRE fee, it is usually for the design work, we have a foundry already to make some products (Wavetek) so why the need to transfer IP?

what am I missing? Maybe a GF connection?
