I ask that question to myself many times and it's perplexing. I used to tell myself that they just don't get it ( understand exactly what this technology is about ) but as time goes on I'm beginning to believe that they do. I'm believing they understand it completely, they understand what management is saying regarding second half of 2016 for the prototype and I believe they feel they have time to slowly accumulate. Thus the obvious screwing around with the SP to keep it low. Smart folks accumulate as much as they can as cheap as they can. Only my thoughts but eventually the opportunity ends and we go up.
