Let us see this issue from the other side:

The drivers are loosing money to UBER! They are taking the risk, working hard and providing their own hardware (their car), - UBER is just a big taxi-switchboard with an app. (by the way - the system is not IP protected, easy to copy by other providers).

I am sure UBER would pay whatever needed to protect their business, and would love to be EBIT positive by 2018.
