One thing I find curious. Wouldn't the shelf prospectus and this form f-10 normally be accompanied by a NR explaining the reasons for filing of same? The fact that filings are happening without any disclosure of what is going on makes me wonder if these steps are pieces of a agreement evolving from a non-disclosure agreement.
