FJ, your post triggered a light bulb going off in my head. It was this part that you posted "Also recall that they have support from the Singapore Economic Development Board for $10million which appears to be a matched funding arrangement"

I think that was a possible reason for the low-ball financing as POET saw the opportunity to enrich its treasury and that is why the last finanicing seemingly came out of the blue???
