No, lack of money didn't cause the delay, but money was needed to resolve it.

Please note that POET has "multiple third-party sources for critical epitaxial wafers" now, so the bottleneck at EpiWorks is no longer an issue. The export licensing issue has also been resolved, which means

  • either they have persuaded the US Chamber of Commerce that they don't need an new export license for each new epitaxy,
  • or they have found epitaxial suppliers outside the US,
  • or both.

Please also note that POET "resumed development cycles at its 6-inch Taiwan foundry partner, Wavetek". That means that they do have the wafers they needed at hand, because

  • either they have brought at least one epitaxial supplier on track and that supplier already delivered wafers,
  • or they finally received the delayed wafers from EpiWorks.
