In my humble  opinion the share price is stuck at .30 cents because there is very little volume simply as there is no interest in buying PTK shares at this point.. The management basically said that PTK shares are worth .36 cents with  their financing and the share price has detoriorated since then  mainly because  of  the silence of the company..I don`t think there  are  any bad guys trying to hold the price down because the bad guys  are like everyone else,, they simply don`t give a rat`s   a--   about PTK shares at this point.. This is what I see anyway..  Hopefully that will change,, and soon...
