Your suggestion is a classic disgruntled retail shareholder suggestion.  I'm sure it happens in, oh, maybe 1% of the cases.

Until it is mandated by law that every board of every public company have one designated "shareholder representative," it's just not going to happen.  Might as well wish for announcement of a deal with Apple.
