says, GaAs processes are not designed to produce VCSEL? Ooops..

was the only one that had no questions at all? Hmmm...

#3 (Magnolia Solar Incorporated, USA)

had detailed questions, but its homepage shows me they are a pure photovoltaics player?

#4 (Light Factory, Russia)

doesn´t want to / cannot offer GaAs-MMIC? It´s not easy to find more information about the company. I can´t recall any information about POETS ability at microwave length, maybe someone can help?

I´d say that at least 2 of 4 are out. Guess who remains...

One more thought:

I am sure you don´t have to take part at the Pre-Bid Conference for „Expression of Interest“. So maybe other names may rise.
