I don't know too many institutional investment houses that buy penny stocks. The thresholds are generally $1.00 $2.00 $5.00 and up depending on what your firm's strategy is.  

I think those R&R people are being lined up for when a news release involves the words "strategic partner" and "awarding of contract."  That's when institutional buying really kicks in.  

The POET story is only now being told because there are tangible products.  A confluence of events quickly tied together could move things along nicely.
