One of the unique characteristics of Dr. T's GaA platform was that it was designed with current manufacturing capabilities in mind, such that the GaA platform could be run on current manufacturing lines.

POET doesn't need money for a unique type of manufacturing, they need money to develop the actual product...the manufacturing lines are already being developed by the sand people.
