RTV: What date is this India thing due?

At this point in time, shouldn't it be of the public domain to know who are the contenders on that specific RFP (as it is a government RFP)? What are the companies that actually provided a bid against this RFP? 

Some companies may/could have backed off from this RFP after the EOI Pre-bid conference held in July 2016.
