I have been cautioning not to put all emphasis on the tender posibility. We know the basics of the tender with respect to the technology required. No one really has all of the technology developed fully. We seem to be the closest. This is cutting edge technology that is not going to be given away on the cheap. Is the Indian government willing to pay full price for the tech? We do not know. Just as negotiations with partners are about what are they willing to pay and, for that money, what do they want? We cannot be making judgements on tenders or partners when we only have half the story. I hope that the tender comes through but only at a price that management deems is in the companies best interest. The same goes for partnerships. Those two possibilities could create a jump in stock price but, barring that, we are likely looking at growth based on sales.
