RTV, not sure if what you are referring to is nothing more than standard terms and conditions in place to protect the bidder in the event the process is in fact delayed. In other words, if delayed beyond a set time period, the bidder may have the ability to resubmit the financial bid due to changes in market conditions, inflation, etc. The bidder can't be held to the bid price indefinitely if the contracting authority is delayed in their obligations to issue the contract within a reasonable amount of time.
IMO, since there has been no announcement of a delay it seems reasonable ISRO's original timeline for contract award is still in play. Target end date for PO release October 31st as per published schedule here. As indicated in previous posts, one would expect lag time from issuance to annoucement so parties can formalize things.
