Without getting too wrapped up in this dialogue I'll provide an opinion for whomever may be interested in the debate:
- The opinion is based upon a reasonable assumption that Poet in fact was a respondent/submitter/bidder etc to the RFP from India and;
- The RFP from India was a very comprehensive tender which would require a very comprehensive contractual agreement to be negotiated following the awarding of the tender and;
- The negotiation of such an agreement could in fact take a considerable amount of time given the comprehensive nature of the project that is being undertaken not to mention the amount of money being risked by India and;
- Therefore, I conclude that Poet was awarded the tender but due to the ongoing negotiations of the underlying contractual agreement, neither India nor Poet can communicate anything until such time as there is a definitive agreement to proceed and;
- Therefore, knowing that it.s a sure thing, Vegas has taken it off the board !!!!!
