Thanks for this information Oz.  I live in Wales and was brought up in this area, it has been interesting  to delve through the links provided.

The traditional heavy industries are in decline. Wales has its own Goverment within the UK and they are now allocating significant funds to 'slingshot' new industry, clearly Compound Semi Conductors are their focus and significant efforts are being made to link industry and academia for their development. 

By funding a research post at Swansea University through BB and no doubt Bill Rings academic connections its good that PTI are taking advantage of the opportunities that Welsh Government funding provides. With IQE and SPTC, who also have facilities in San Jose by the way, in this area POET development can benefit from this collabarative approach. 

I sense that that PTI's involvement goes no further than this at present. But may be Bill Ring is on a mission to take full advantage of the opportunity presented.
