It is also fairly common in Southeast Asian countries for companies to share foundry floor space, and the new company just buys and installs their equipment in the unused space there, If that is the case here, the Malaysian government is actually showing confidence in Poet by sharing some of the costs, rather than Poet having to pay the full cost of set up. The moat analogy is good, and the cost sharing is the first "bridge" over the moat.
