BMW, I believe the purpose for the qualification is that they demonstrate a certain level of performance in order to meet a specified standard.  In this situation, I don’t know if there is any benefit in being dramatically better than your competitors (ie greatly exceeding the standard), you just need to meet the standard, but do it much cheaper.  If it turns out ours are better as well as cheaper, that’s a bonus.
