SCL's list of tenders under evaluation

Meanwhile, the "Transfer of Technology for GaAs based devices" tender has moved down to page 54 in SCL's list of tenders under evaluation.

I am following this list and especially "our" entry systematically for some time now, and the strange thing is: I have never ever seen it moving up, only down.

Does that really mean that items are only added to the list, but never get evaluated and removed? (Okay, theoretically items on pages with smaller numbers could have been replaced by other items without me noticing it, but I doubt it.)
