Holk you appear to be ignoring the fact that if the POET GaAs did not require further development then they would have never needed to participate in the RFP. And the only way that India could hope to have access to a monolithic GaAs platform for their needs is if they develop it right. In other words the only reason India has the opportunity is because the POET platform needs a focused and sustained effort to complete the development. So I see the POET GaAs issues as potentially the reason why the RFP exists.
